အမေရိကန်ဟာ သူ့နိုင်ငံအတွင်း တရားမဝင်နေထိုင်မှုတွေကို လျှော့ချဖို့အတွက် B1/ B2 visit visa တွေ လျှောက်ထားလာရင် စပေါ် (အာမခံကြေး) တင်ခိုင်းမယ့် အစီအစဉ်ကို စတင်အကောင်အထည်ဖော်နေပြီ ဖြစ်ပါတယ်။ ဒီအစီအစဉ်ဟာ ဗီဇာသက်တမ်း ကုန်ပြီးနောက် တရားမဝင် ဆက်လက်နေထိုင်နှုန်း မြင့်မားတဲ့ နိုင်ငံတွေ၊ ဗီဇာလျှောက်ထားသူတွေရဲ့ နောက်ခံစိစစ်မှုမှာ ပူးပေါင်း ဆောင်ရွက်မှု အားနည်းတယ်လို့ သူတို့ယူဆတဲ့ နိုင်ငံတွေက လျှောက်ထားသူတွေကို ပစ်မှတ်ထားတာ ဖြစ်ပါတယ်။

ဗီဇာ လျှောက်ထားတဲ့အချိန်မှာ ဒေါ်လာ ၅၀၀၀ ကနေ ၁၅၀၀၀ အထိ ရှိတဲ့ အာမခံကြေးကို ပေးသွင်းရမှာ ဖြစ်ပြီး မိခင်နိုင်ငံကို ပြန်ရောက်လာရင် ပြန်ထုတ်ပေးပါလိမ့်မယ်၊ ပြန်မလာတော့ဘူးဆိုရင်တော့ အာမခံကြေးက အဆုံးဖြစ်သွားမှာပါ။ ချုံပြီး ပြောရရင် ဒီအစီအစဉ်ဟာ အမေရိကားရဲ့ တင်းကြပ်လာတဲ့ ဗီဇာမူဝါဒ တစ်ခု ဖြစ်ပြီး ၁၂ လ ကြာ ရှေ့ပြေးအစီအစဉ် တစ်ခုလဲ ဖြစ်ပါတယ်။ သဘောက ဒီ ၁၂ လ အတွင်းမှာ အောင်မြင်တယ်လို့ သုံးသပ်ရင် ဒီအစီအစဉ်ကို ဆက်သွားမှာ ဖြစ်ပြီး မအောင်မြင်ဘူးလို့ သုံးသပ်ရင်တော့ ရပ်ဆိုင်းတာ ဒါမှမဟုတ် မူဝါဒအသစ်တစ်ခု ချမှတ်တာ ဖြစ်ကောင်း ဖြစ်နိုင်ပါတယ်။

အမေရိကားကို B1/ B2 visit visa တွေ ဝင်လာကြပြီး နိုင်ငံအလိုက် overstay နေကြတဲ့အထဲ ချဒ် နိုင်ငံက ၄၉.၅၄% နဲ့ ပထမ နေရာမှာ ရှိနေပြီး မြန်မာကတော့ ၂၇.၇% နဲ့ စတုတ္ထ လိုက်နေပါတယ်၊ တနှစ်အတွင်း အမေရိကားကို visit visa နဲ့ ဝင်ရောက်လာတဲ့ နိုင်ငံတွေမှာ ဘရာဇီးနဲ့ အိန္ဒိယက လူဦးရေ သန်းဂဏန်းနဲ့ ထိပ်ဆုံးမှာ ရှိနေတော့ တရားမဝင်နေထိုင်သူတွေရဲ့ ရာခိုင်နှုန်းက နည်းနေပါတယ်၊ မြန်မာကျတော့ တရားမဝင် နေထိုင်သူ ၅၃၀ (၂၀၂၃ စာရင်းအရ) ရှိပေမယ့် ဝင်ရောက်သူ ၂၀၀၆ ဦးသာရှိလို့ တရားမဝင်နေထိုင်မှု ရာခိုင်နှုန်းက မြင့်နေတာပါ။

အာမခံကြေးပေးသွင်းရမယ့် ဒီမူဝါဒကို ဩဂုတ်လ ၅ ရက်နေ့က ထုတ်ပြန်တာ ဖြစ်ပြီး ၁၅ ရက်ကြာရင် စတင်သက်ရောက်ပါလိမ့်မယ်၊ အာမခံကြေး ပေးရမယ့် နိုင်ငံတွေစာရင်းကို မကြာခင် ထုတ်ပြန်ကြေငြာမယ်လို့ သိရပေမယ့် မြန်မာ ပါမယ်လို့တော့ ထင်ပါတယ်။

B1/B2 Visit Visa applicants to the U.S. may now be required to pay a security bond

The U.S. is starting to implement a new program that will require B1/B2 visit visa applicants to post a bond as a security deposit to reduce illegal overstays. This program targets applicants from countries with high visa overstay rates and those considered to have weak cooperation in applicant background screening.

Applicants will be required to pay a security deposit ranging from $5,000 to $15,000 at the time of their visa application. This amount will be returned upon their return to their home country. If they do not return, the bond will be forfeited. In short, this is a new, stricter visa policy and a 12-month pilot program. If deemed successful after 12 months, the program will continue. If not, it may be discontinued or replaced with a new policy.

Among countries with high overstay rates for B1/B2 visit visas to the U.S., Chad ranks first with a 49.54% overstay rate, while Myanmar is in fourth place with 27.7%. Although countries like Brazil and India have millions of visitors annually, their overstay rates are low. In contrast, while Myanmar has only 530 illegal overstayers (according to 2023 data), its overstay percentage is high because only 2,006 visitors entered the U.S. with a visit visa that year.

This bond policy was announced on August 5 and will take effect in 15 days. Although the list of countries required to pay the bond will be announced soon, it is expected that Myanmar will be included.
